China has proposed a UN resolution to jointly "build a common destiny for humankind." The proposal outlined five main points including innovation, consultation, green, open and sharing, to be followed in developing five concepts. The ultimate goal is to make a greater contribution to world peace and development and to international fairness and justice. Taiwan must move to bring about constitutional reform and achieve true freedom and democracy. Doing so will set off a drive for democratization among the 1.4 billion people of China. This will then spread to North Korea, and when peace is achieved on the Korean peninsula the world will be much safer for all. The world’s democratic nations must back Taiwan as a beacon for democracy for Asia which will light the path to peaceful development for China. See the Charter for Permanent Peace and Development.

Absolute power leads to absolute corruption. Democracy is far from perfect and the presidential system has its various flaws - even the US has certain problems at times. South Korea needs to revamp its constitution to introduce a modified semi-presidential system, and the presidency should be publicly declared to be above party politics. At the same time, the heads of the judicial and procuratorial branches should be directly elected in alternating years and 1/4 of all MPs should face election each year. How can Russia possibly be a positive force in Syria’s civil war when it vetoes a proposal in the UN to impose sanctions against Assad for using chemical weapons? The international community should provide constitutional principles that will be useful in permanent and peaceful development, yielding a structure supporting freedom, democracy, human rights and the rule of law. In addition the heads of government branches should be directly elected to help ensure they will work to develop long-lasting peace. See the Charter for Permanent Peace and Development.

The US should embrace the UN Charter and implement the ideal of One World under One Set of Laws, assigning international law priority over local law with direct effects on the rights and duties of the people. This would impel Mexico, Syria, the Middle East and other areas to adopt the principles of human rights, constitutionalism, internationalism and naturalism. Taiwan should learn from Scotland’s experience with the independence referendum. The Scottish story provides an ideal paradigm shift which demonstrates that on any public issues the people should have the right to call for a referendum. If a bill outlawing a referendum on self-determination is presented, the first referendum to be consider should decide whether such a motion should be banned outright. The Legislative Yuan should first establish the "right of creation" as part of the "referendum act" and ask President Tsai to openly recognize the sovereignty of the people in a referendum regarding comprehensive constitutional reform. Once a ceasefire takes hold in Syria the UN should provide the basic principles needed to draw up a constitution suited to permanent peaceful development of the nation. This should consider the universal values of freedom, democracy, human rights and the rule of law as well as direct election of the heads of the legislative, executive, judicial and procuratorial branches. The constitution should promote growth and prosperity and serve as a model for other nations seeking peaceful development. The UN should take action in accordance with international absolute laws (Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and provide the basic principles needed to draft a constitution suited for permanent peaceful development of all nations. History has repeatedly demonstrated that corruption is a root cause of civil strife. To solve the problem of corruption, these must be removed and cut apart through constitutional reform. The heads of the four main government branches should be elected in alternating years. Heads should serve a single 5-year term and be barred from running again for 6 years afterward. To resolve the controversies in its government structure, Colombia needs to implement a modified semi-presidential system with cabinet and parliament like that of Finland, with a committee-type parliament similar to that of Switzerland. The Colombian government should embark on drafting a basic constitution which adheres to the rule of law and the concept of One World under One Set of Laws.
