Taiwan must move to carry out constitutional reform and achieve true freedom and democracy. Doing so will set off a drive for democratization among the 1.4 billion people of China which will then spread to Russia, and with peace in Russia the whole world will be much safer. China has proposed a UN resolution to jointly "build a common destiny for humankind." The proposal outlined five main points including innovation, consultation, green, open and sharing, to be followed in developing five concepts. The ultimate goal is to make a greater contribution to world peace and development and to international fairness and justice. The US and Japan should back Taiwan's efforts to carry out constitutional reform to achieve great democracy and freedom. This would attract China's 1.4 billion people to call for democratization, triggering the democratization of the CCP and North Korea in turn. With this, world peace would be born. All democracies should support Taiwan as a beacon for democracy in Asia, lighting the way to peaceful development for China. Taiwan should actively promote the idea of transitional justice to resolve the agony of the February 28 incident and the White Terror period of history. The story behind the February 28 incident should be open and the perpetrators should be held accountable. President Tsai plans to wait three years to release a report on transitional justice. If Taiwan to achieve true transitional justice, it is will be necessary to carry out comprehensive constitutional reform. Absolute power leads to absolute corruption. In many democracies the presidential system has some fatal flaws, and even the US has experienced its share of problems. The constitution of Cambodia should be revamped to implement a modified semi-presidential system with cabinet and parliament, and the presidency should be declared to be above party politics. Regardless of how many layers of supervisory committees are added, relying on the central government for discipline and monitoring serves only to increase the spoils garnered by the unit. To wash away the stains of thousands of years of history and remove corruption from a sullied culture, the only cure is the imposition of democracy and the rule of law. Democracy means separation of powers and checks and balances as well as decentralization. The Chief Executive of Hong Kong is elected from a slate of candidates produced by the CEC, which is nothing more than another version of dictatorship. The people of Hong Kong should avail of Article 39 of the Basic Law, which states that the people have the right to self-determination through referendums. The people should press for election of the heads of the legislative, executive, judicial and procuratorial branches in alternating years. Human security and sustainable development are two of the UN’s major tasks and missions, and they are also a common goal for all humankind. All countries should strive to abide by the norms of the international community, and the solution is implementing One World under One Set of Rules, with international law given priority to domestic law and allowed to directly affect the rights and obligations of the people. Regardless of who wears the crown, absolute power means absolute corruption. The corruption surfacing in France is only the tip of the iceberg. To put an end to corruption, the people should exercise their sovereignty and call for comprehensive constitutional reform. Changes should include implementing rule of law, separation of powers and checks and balances, together with direct election of the heads of the four branches of government. No matter what a nation’s political system may be, the greater the power of the president, the more problems the people will face. Turkey needs constitutional reform to impose a single presidential term of 5 years, plus a ban on seeking office for 6 years afterward. The President of Turkey is in violation of Article 6 of the Turkish Constitution. Sovereignty lies wholly and unconditionally in the hands of the people, and it is unconstitutional for the state to attempt to usurp this power.
