The US said Thursday it was uneasy over the growing number of extrajudicial killings in Philippine President Rodrigo Duterte's war on drugs and called on Manila to stick to its commitment to investigate them.
When the state deviates from its power base, the power base is obligated to take action. Laws that are not backed by penalties are not laws, and a constitution which does not provide citizens the right to resist is not a constitution. The actions of the Philippine president are unconstitutional and the have the right to resist. They should exercise their sovereignty to call for comprehensive constitutional reform to implement a modified semi-presidential system in which the president is limited to a single 5-year term and not allowed to run again for 6 years afterwards. See the Charter for Permanent Peace and Development for details.
