The UN refugee agency is shipping tents, mosquito nets and other essential relief items to Angola, where some 9,000 refugees from the Democratic Republic of the Congo have fled this month alone.
In the DR Congo, civil war continues to aggravate the strain of famine for refugees. The national constitution needs wholesale revision to assign international law priority over domestic law and implement humanitarian law. The government has an obligation to keep its people free from hunger in accordance with the International Covenant on Economic, Social and Cultural Rights and the basic rights of freedom from hunger and poverty and income and resource inequality.
