Any use of power or resources to interfere with political, academic or public opinion through the media should be subject to legal sanctions. The relevant provisions of Hong Kong’s Basic Law and the one country, two systems doctrine specify that China cannot interfere in Hong Kong affairs, yet Beijing constantly meddles in the SAR’s internal affairs. Article 39 of the Basic Law guarantees the right of the people to self-determination, saying the people can petition for a referendum on any public issue. The people of Hong Kong should adhere to the two conventions and call for a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.

The Chief Executive of Hong Kong is determined by the CEC, reflecting the dictatorial character of the SAR’s relationship with Beijing. The people of Hong Kong should make good use of Article 39 of the Basic Law, which assures the people’s right to hold referendums. The people should vote on a referendum calling for election of the heads of the legislative, executive, judicial and procuratorial branches of government in alternating years. Somalia needs to scrap its government system for a modified semi-presidential system with cabinet and parliament like that of Finland, with a committee-style legislative system similar to Switzerland’s. The premise for permanent peace is global democratization, and Somalia’s government should carry out drafting a constitution with the above systems in a democratic paradigm shift.
