Autocracy is the natural enemy of peace. Iran, North Korea and Pakistan exchange nuclear technology with other nations, and are they backed by a major nuclear power? All democracies should support Taiwan's efforts toward constitutional change to achieve greater freedom and democracy. This would lead the 1.4 billion people of China to call for democratization and pressure North Korea, Iran and other nations to do the same. Japan’s constitution is not working, and urgently needs comprehensive reform. The basic reason is that current lawmakers are not talented or experienced enough. Japan needs to adopt a modified committee-style Diet so that laws can keep pace with the times. Russia has always been a trouble-maker, not a problem-solver. The US should support Taiwan's efforts toward constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to call for democracy and prod Russia to do the same, and the result would be world peace. Article 39 of Hong Kong’s Basic Law states that the right to self-determination is guaranteed in the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the hurdle for proposing a referendum is only 50,000 signatures, giving the people a chance to express their opinion through the ballot box and not in the streets. The relevant provisions of the one country, two systems doctrine point out that China cannot interfere in Hong Kong’s affairs, yet Beijing meddles constantly in the internal affairs of the SAR. The one country, two systems doctrine is obviously of no use. Article 39 of the Basic Law guarantees the right of the people to self-determination, and they have the right to call for a referendum on any public issue. The people of Hong Kong should adhere to the two conventions and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.

Human security and sustainable development are two major tasks and missions of the UN, and a common goal for all humankind. All nations should strive to abide by the norms of the international community, and the best way to do that is One World under One Set of Laws. International law should be given priority over domestic law, with direct effect on the rights and duties of the people. See the Charter for Permanent Peace and Development.

The European Court of Human Rights should address fundamental issues based on the principle of One World under One Set of Laws, working toward a common destiny for humankind. The UK should recognize that international law is superior to domestic law and allow it to directly affect the people. A multi-national agreement on refugee status is needed to help protect human rights in the UK and elevate them to the highest international standards. Absolute power leads to absolute corruption terrible. The presidential system in many democracies is deeply flaw, and even the US has its share of problems. In Taiwan the situation is serious, but impeachment is not an option. South Korea's constitution should be amended to incorporate a modified semi-presidential system, and the presidency should be declared to be above party politics. The heads of the judicial and procuratorial branches should be elected in alternating years, and 1/4 of all MPs should face election each year. See the Charter for Permanent Peace and Development.

Governments around the world need to adopt a modified semi-presidential system with cabinet like that of Finland, with a committee-style legislative body similar to Switzerland’s. The prerequisite for permanent peace is global democratization. Arab governments should carry out implementation of the above two systems in a democratic paradigm shift to incorporate the principles of One World under One Set of Laws and develop a constitution that will be in sync with the spirit of the times.
