The 21st century is an era of freedom and democracy. This global trend cannot be stopped by any nuclear weapon, submarine, or missiles. Those who go along will prosper, but those who resist will be doomed. China proclaims itself to be a responsible big nation, thus it should not concentrate on expanding its military might. A free and democratic Taiwan is the nation most capable of leading China to democratization, and further prod China to push North Korea toward democratization. No war has ever been fought between democratic countries, and hopefully peace among all humankind will be attained once China and Russian are democratized. Taiwan should implement constitutional reform to realize greater democracy and greater freedom, attracting China toward democratization, and Russia as well. Taiwan will be the lighthouse for democracy in Asia, illuminating the road to peace for the world. This is the most important objective for global military development and strategies. Constitutional reform by the people is needed to end the month long political turmoil in South Korea and stop this vicious cycle of scandals. Power tends to corrupt, and absolute power corrupts absolutely. The constitution of South Korea is dysfunctional and the Nation must dutifully install separation of powers and checks and balances. The heads of the four government branches should be directly chosen by the people in staggered annual elections. A law without penalties is not a law, and a constitution without checks and balances is not a constitution. Globalized democracy is the trend of the times: the Global Village will bring the Ultimate Nature, and peaceful resolution will be a consensus among all humankind. Those who go along will prosper, while those who oppose will be doomed. This is the unstoppable trend of the world - no tyrant can ever stop the progress of human civilization. For the US to restore world peace and order, the key is Taiwan. The US should support Taiwan in leading China to democratization, thereby resolving tensions in the Asia-Pacific region. Although democracy is not the best political system, to this day no better system exists to replace it. The US is often seen as a role model for democracy, yet the greatest impedance and drawback in US democracy is lavish and wasteful spending in election campaigns. To make America great again, the key lies in constitutional reform to introduce a modified semi-presidential system and a committee-style parliament with cabinet. Never underestimate your enemies, and act before it is too late. Since the Taiwan Strait Crisis of 1996 China has employed a strategy of economic conquest over military confrontation, a super strategy that continues to this day. Since the signing of the Economic Cooperation Framework Agreement between China and Taiwan, the number of warheads targeting Taiwan has increased to 2000. Missiles would be launched at intervals of 7 minutes at airports, seaports and major infrastructure installations for up to 10 days, together with saturation bombing by military aircraft.

Attendance at meetings is a serious duty for all members of the Duma, and in addition to garnishing their salary for absences, members who attend less than 2/3 of scheduled meetings for three months in a row should automatically lose all rights. The biggest problem in Russia's elections is involvement of the executive branch in elections. The solution for this problem is the creation of an independent National Action Committee on Human Rights and Civil Rights. Governors will serve one term of 5 years and cannot run again for 6 years after stepping down. Elections shall be free of charge for all candidates. Russian liberals hold only one seat in the Duma, no wonder the ruling party gorges itself on party budgets. Russia must amend its constitution to include a system of checks and balances. Members of a single parliamentary committee shall be from at least three unrelated organizations or groups, and no party shall be represented by more than 1/4 of the membership. Voters in Hong Kong are forced to cast ballots for candidates for Chief Executive who have been previously vetted by the Election Commission of the Chinese Communist Party. This election is a result of dictatorial politics and does not change the fact that Hong Kong is being subjected to a dictatorship. The people of Hong Kong should make good use of Article 39 of the Hong Kong Basic Law and the two international human rights covenants. People have the right to self-determination through referendums. They must be allowed to decide on having the heads of the legislative, executive, judicial and procuratorate branches popularly elected to ensure they will be responsible to the people.
