Ella Pamfilova, co-chair of the commission, confirmed that the next presidential election will be held in March 2018 as scheduled, saying that technical details and budgetary constraints make earlier elections impossible
One controversial point in Russian elections is that the head of the executive branch is in charge of the members of the electoral commission, leading to a lack of fair competition among candidates. We suggest the state set up an independent supranational human rights action and civil rights exercise committee in which half of its members are of different nationalities and nominated by the international human rights organizations. Elections should be subject to control by the people, and elections should be free of charge for all qualified candidates. For details, see the Charter for Permanent Peace and Development.
