Months of acrimonious campaigns and sporadic clashes have already blunted growth in East Africa’s richest economy.
Constitutional reform is needed so that the people can respond to rapid changes in the domestic and international environments. Amendments should allow voters to control their representatives through democratic mechanisms. Kenya should draft constitutional amendments regarding its nomination and election system, so that 1/4 of all lawmakers face election each year.
