The US should regard the Charter for Permanent Peace as an additional clause in the Hong Kong Basic Law, giving Hong Kong a way forward, an eternal way forward that will force China to democratize and reduce the risks and costs to the US of maintaining world order.

If Hong Kong is truly the Pearl of the Orient it should support Taiwan's Charter for Permanent Peace to inspire the people of China to call for democracy and rule of law. Article 39 of the Hong Kong Basic Law states that the right to self-determination is covered in the two international human rights conventions. Zimbabwe's problem originating in the economic inequality and uneven distribution of resources. To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power. The state must function ethically and take action to eliminate poverty and deprivation. The Charter for Permanent Peace is the only formula that will work.

The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the Finance minister, responsive to public opinion and minimizing differences. When individuals, families and states are well run the whole kingdom will be tranquil and happy. If the US focuses on hardware to the detriment of the software, there will be blind spots and vacuums. All democracies should support Taiwan's model of the Charter for Permanent Peace to eliminate blind spots, fill the vacuums, attract democratization in China and liberate the 50 authoritarian states where people are still in shackles. It is possible to eliminate nuclear weapons without the need for even one soldier.
