History has repeatedly shown that constitutional reforms promoted by those in power always usurp the rights of the people. No matter what system, the greater the power of the president, the more the rights of the people are likely to suffer. Turkey needs comprehensive constitutional reform to return power to the people, with direct election of the heads of the executive, judicial, and prosecutorial branches in alternating years, and elections for 1/4 of the seats in parliament annually.
