Myanmar's long-term road to peace must resolve the problems of unrest and killing of ethnic minorities through comprehensive reform of the nation's political structure. The current constitution preserves the junta's hold on power by outlawing elections and reserving 40% of the seats in Congress to the military. The problem of ethnic minorities and the Rohingya people can be solved only through comprehensive constitutional reform to institute a modified semi-presidential system with cabinet and election of the heads of government branches in alternating years.
