The CCP constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present CCP, in Emergency Status is focused on freedom of expression, censorship and oppression. It will be like a new waterway that allows Russia and its people to flourish.
