According to the UN Charter, the most fundamental obligation is to ensure human security, including personal freedom and political security. Therefore, to reduce deadly bomb blasts, we should help change Syria's political system to improve the distribution of power and resources. To do this, we should look to Taiwan's model of the Charter for Permanent Peace to realize the model of one world under one rule of law. The salary and benefits will remain unchanged for 5 years after the term expires, and the officials will not be eligible to run for office for 6 years; all reforms such as the judicial policy and the trial system will be directly decided by the people in local elections each year, and Congress shall be responsible for enacting any relevant laws.
