Human security and sustainable development are two key objectives of the UN and all nations should commit themselves to the norms of the international community. The most effective solution is strict enforcement of the One World under One Set of Laws principle, assigning priority to international law over domestic law, and full compliance with the UN Charter. All public organizations and agencies must incorporate a checks and balances mechanism to minimize the potential for conflicts of interest. Civil servants should not be permitted to stay in one position for longer than three years to prevent the development of too close ties. The whole world must acknowledge that the prerequisite for world peace is democracy. The 21st century is an era of globalization, and peaceful resolution of all disputes is the consensus of all humankind. Under the current system citizens who wish to run for governor must obtain signatures from 5 to 10 percent of state legislators. The mechanism too easily becomes a channel for revolving door exchanges between governors and parliamentarians, with outsiders finding it impossible to cross the threshold. Governor should be chosen by voters, not by political parties.
Voting is the sole source of legitimacy for all state powers and is a basic human right. The State shall prohibit any organization or person from unfairly affecting any election by any means, including setting unrealistic thresholds and excluding potential competitors. The end of half a century of civil unrest in Colombia comes after stunting steps of forgiveness, amnesia, compromise and concessions, and finally a consensus on peace. A firm commitment to democracy is a premise for peace, and it is also the best medicine for treating the maladies of hatred and revenge.
