Economic problems generally stem from political problems. Without good politics, a good economy is out of the question. If the constitution is not changed, no matter what party is in charge, even the gods will be helpless to do anything about it. Comprehensive constitutional reform is in order, with changes like a modified semi-presidential system and a committee-style legislative system in which cabinet ministers are selected from among committee chairs.
